6th IOSCO/PIFS – Harvard Law School Global Certificate Program for Regulators of Securities Markets – Phase II, Cambridge (MA), US, 12-16 December 2022
IOSCO and the Program on International Financial Systems at Harvard Law School (PIFS-HLS) jointly developed this two-phase program to offer IOSCO members an executive education program that is exclusively tailored for regulators of securities markets. Attendees have up to three years to complete both phases of the Global Certificate Program. Successful attendees will be awarded a joint certificate of participation issued by IOSCO and PIFS-Harvard Law School. Also, IOSCO members may attend any part of the program on a non-certificate basis. This year marks the 6th edition of the program which was inaugurated in 2016.
Phase I, hosted by IOSCO, consists of the following components: online learning materials and in-person modules on regulation and compliance. Under normal circumstances, the in-person modules are conducted at IOSCO´s premises in Madrid (Spain). In 2022, Phase I was delivered in a virtual format and consisted of virtual live sessions held on 6-10 June 2022, as well as pre-recorded on-demand presentations and other online content. Phase I covers the fundamentals and intricacies of securities regulation and compliance and related current critical issues and is delivered primarily by current or former securities regulators.
Phase II, hosted by PIFS-HLS, consists of a one week-long in-person module that, under normal circumstances, is conducted on campus at the Harvard Law School in Cambridge (Massachusetts, US). This year, Phase II will be held again in-person at Harvard Law School, on 12-16 December 2022. It will be possible to either attend the program in-person, or attend the live sessions virtually (including access to the session recordings in view of time zone differences). This session will examine current and future regulatory challenges and emerging issues and will be delivered by leading academics, securities regulators and public policy makers.
While any IOSCO member employee may attend the program, it is specifically designed for regulatory staff with strong leadership potential and approximately five to seven years of regulatory experience.

TC/IOSCO Risk-Based Supervision Program for Securities Regulators from the Africa and Middle East Region, Virtual, 14-18 November & 1 December, 2022

C4 Virtual Conference on The Use of Technology in Securities Markets Enforcement

The IOSCO Committee 4 on Enforcement and the Exchange of Information (C4) has established a conference on “The Use of Technology in Securities Markets Enforcement” for the benefit of IOSCO members.
This conference is one of C4’s initiatives for raising members’ awareness of the importance of the application of technology in enforcement, and the current and emerging technological tools for combating securities fraud and misconduct. It is also intended to spark interests amongst members in developing and adopting their own tools and sharing their experience with others. It responds to the need for securities regulators to leverage technology to enhance their investigative capabilities to enable the delivery of more timely and effective enforcement outcomes, especially in the fast evolving digital world.
The conference is open to all IOSCO members who are securities or derivatives regulators, free of charge, and they are encouraged to nominate representatives from their Enforcement and IT Departments to participate.
This first edition of the conference will feature presentations on:
- Importance of developing technological solutions for enforcement
- Building capacity and capability for data analytics within your organization
- Building your own Forensics & eDiscovery Department
- A case study on “Data analytics in an investigation into shares sale fraud”

IOSCO-ISSB Capacity Building Program on Sustainable Finance: Disclosure Requirements for Corporate Issuers, 19 and 28-29 September, 2022
IOSCO and the International Sustainability Standards Board (ISSB) have developed a capacity building program to support an efficient implementation of ISSB standards. The initial phase of this program consists of a high-level virtual roundtable session which will take place in a virtual format on 19 September. The high-level session will be followed by an in-person 2-day training program which will take place in Cairo, Egypt between 28-29 September 2022. This event will be hosted by the Egyptian Financial Regulatory Authority´s Regional Centre for Sustainable Finance (RCSF).
The objectives of this program are:
- Understanding how the new ISSB standards would fit into the overall public regulatory framework and the role of securities regulators in progressing the sustainability corporate disclosure agenda;
- Gaining familiarity with the substance of the two exposure drafts of the ISSB Sustainability Disclosure Standards (i.e. the general requirements and climate standards); and
- Sharing current initiatives and learning from other fellow regulators that have already adopted sustainability disclosures in their jurisdictions.

IOSCO AMCC Webinar on “Securities and Derivatives Clearing and the role of CCPs”
The IOSCO Affiliate Members Consultative Committee (AMCC) is organizing a webinar titled "Securities and Derivatives Clearing and the role of CCPs" on 19 May 2022 (13.00 to 14.30 CEST). The webinar is open to all IOSCO members free of charge. Please save the date for this event in your calendars.
This event is sequel to the AMCC webinar on “Securities and Derivatives Clearing and the role of CCPs" which was held in November 2021. Given the interest generated by that webinar and the broad nature of the subject, the AMCC decided to organize a second part to the webinar to examine areas which were not covered in the first part. This event is in continuation of the AMCC Learning Series, which contributes to the capacity building projects of IOSCO.
In terms of content, the webinar will feature presentations on margining in the context of credit risk management, non-default losses (NDLs) in the context of non-credit risks as well as resolution. In addition, the webinar will provide a high-level recap of PFMIs, highlighting its purpose and scope as well as a discussion to accentuate the fundamental distinction between clearing and settlement. These topics will be discussed by key subject matter specialists and promises to be a vital learning opportunity for staff of IOSCO member organizations.

This is in continuation of the AMCC Learning Series which are part of the AMCC’s contribution to the capacity building projects of IOSCO
The AMCC chose to begin its learning series this year with cybersecurity considering how critical it is to the activities of regulators and industry players in the securities market. Effective cyber-security has become increasingly vital for governments, and public and private entities over the past decade. Recently, cyber-attacks experienced an uptick during the pandemic as many financial sector participants began working from home. Now more than ever, governments, regulators, regulated entities, and other firms need to strengthen their capacity to deal with ever evolving cyber-threats. The IOSCO AMCC has brought together three cyber-security specialists to discuss what entities need to have in place, what resources they can count on to build cyber-security capacity, and how the public and private sector can work together to address cyber-threats.

IOSCO ERC TA Workshop on Developing On-site Inspection Manuals, Virtual, 5-6 April 2022
The IOSCO Technical Assistance Workshop on Developing On-site Inspection Manuals for the European region will be delivered in a virtual format on 5 and 6 April 2022. This 2-day Workshop aims to be a practical discussion with respect to different approaches taken on on-site inspection manuals and to constitute a venue for sharing experiences in implementing such manuals so far. The Workshop builds on the ERC targeted technical assistance on on-site inspection manuals and is addressed to growth and emerging markets jurisdictions in the European region. Participating jurisdictions are expected to designate the Director/Head of the Supervision or Inspection Department (or similar) to attend the Workshop.
