IOSCO Consultancy Services to identify technical requirements for a website redesign
(T/2024/02)

I. Objective

  1. The objective of this work is to assist IOSCO in identifying the technical and management requirements for the procurement of a web design service provider.

II. Background

  1. IOSCO is the global standard setting body to support the aligned operation of financial markets. IOSCO defines standards of behavior and practice that should be applied both by market participants and by regulators.
  2. IOSCO has a global membership including over 130 securities regulators. In addition to promulgating standards, IOSCO seeks to assist members who are regulators in fulfilling their mandates. This includes both their regulatory and their capital markets development mandates, where both mandates exist. IOSCO does this primarily through a capacity building and technical support service operated by the IOSCO Secretariat, which is based in Madrid, but delivered both online and around the world, including through an Asian centre operated with the cooperation of the Malaysian regulator in Kuala Lumpur. In addition a number of the Standing Committees of IOSCO made up of staff members from regulators around the world continue to design and roll out a range of experience sharing programs to help other regulators meet their mandates. IOSCO also operates a mechanism for the sharing of information on enforcement cases between members (the ‘MMOU’).
  3. The IOSCO Secretariat now wishes to redesign his website including the members' area. The redesigning of our website represents a significant investment therefore we are looking for a well-executed website redesign. The goal of the redesign of this website is to reflect the growth of the organization. Our website redesign aims to refine our brand messaging so that it reflects IOSCO values and boost our new brand image. A new website will better reflect our goals at this stage and prepare us for the next phase of our growth plan. We want to build a well-constructed website that provides informative content and looks professional to be trusted by our audience.
  4. A redesign gives us an opportunity to adopt a more advanced content management system to have greater control over content and to adhere to industry best practice. A redesign will ensure that our website uses the most up-to-date code standards, works well with all devices and browsers, and reflects many other modern industry best practices.
  5. On that basis, the IOSCO Secretariat is now looking to engage consultancy services to assist us in doing a comprehensive audit of our website to identify vulnerabilities and opportunities for optimization in the website redesign as well as to evaluate it.

III. Website Description

  1. The website is coded in HTML and JavaScript.
  2. There are two sections, one section of the website is public and the other section (the members ‘area) is accessible via login.
  3. Total visits in the last month: 125.3K
  4. Total number of pages: more than 100 links in the upper menu, and more than 100 different pages that get rendered.

IV. Envisaged activities

  1. The activities envisaged for this work are as follows:
    1. Become familiar with the existing IOSCO website, including the members' area.
    2. Security Audit:
      • Review security protocols, including SSL configuration, firewall settings, and user authentication mechanisms.
      • Conduct vulnerability assessment and penetration testing to identify potential entry points for malicious attacks.
      • Evaluate data encryption methods and compliance with data protection regulations (e.g., GDPR, CCPA).
    3. Performance Evaluation:
      • Assess website loading speed across different devices and network conditions.
      • Analyze server response times and resource utilization to identify performance bottlenecks.
      • Evaluate caching mechanisms, content delivery networks (CDNs), and other optimization techniques.
    4. Usability and Navigation:
      • Review website navigation structure and user interface design for intuitive usability.
      • Conduct usability testing to identify potential pain points and areas for improvement.
      • Evaluate accessibility compliance to ensure inclusivity for users with disabilities.
    5. Develop a project plan to help us visualise a timeline for the selected service provider and make a recommendation in an optimal resourcing model for the development of the website redesign.

V. Deliverables

  1. The expected deliverable for this project is a draft tender setting out:
    1. A detailed terms of reference outlining the service provider's technical skills and key deliverables for a website redesign (including database management, search engine optimisation, website responsiveness, content management system for specific areas...).
    2. A draft project plan including possible deliverables and checkpoints to be set for the service provider.
  1. The Consultant will work closely with the IOSCO Secretariat to achieve the purposes of the Consultancy Services.
  2. It is envisaged that the interview process at the hear of this project will be conducted remotely.

VI. Consultant’s profile and call for expressions of interest

  1. In carrying out this Project, it is desirable that the Consultant has:
    1. Software engineering/programming skills to design, build and improve websites.
    2. Up-to-date knowledge on the latest Web trends, techniques and technologies;
    3. Experience in User Experience (UX) and User Interface (UI);
    4. Proven experience working in development process and project management.
  2.
