IOSCO is the international body that brings together the world's securities regulators and is recognized as the global standard setter for financial markets regulation. We develop, implement, and promote adherence to internationally recognized standards for financial markets regulation and work closely with other international organizations on the global regulatory reform agenda.

Our Objectives and Principles of Securities Regulation are endorsed by both the G20 and the FSB and serve as the overarching core principles that guide us in the development and implementation of internationally recognized and consistent standards of regulation, oversight, and enforcement. They also form the basis for the evaluation of the securities sector for the Financial Sector Assessment Programs (FSAPs) of the International Monetary Fund (IMF) and the World Bank.

Job Description

To support the work of the IOSCO, the General Secretariat is seeking to recruit – on a two-year (renewable) secondment basis – one Advisor to support the work of the MMoU Team. The MMoU Team supports the work of Committee 4 on Enforcement and the Exchange of Information, the Screening Group, the Monitoring Group (MG), the Monitoring Group Steering Committee, the Compliance Triage Group and the Anti Money Laundering Network amongst other things.1

Key Responsibilities

The tasks assigned to the successful candidate would typically include:

  • Supporting the work of a committee/network and specific work stream(s), including preparing agendas, documentation, and minutes and implementation of agreed outcomes and following-up.
  • Conducting research and analysis, as well as gathering information from IOSCO members through surveys.
  • Drafting Board memos, reports and notes as well as preparation of other organisational documents.
  • Supporting the Committee/ Working Group/ Network Chair, Vice Chair(s), the IOSCO Chair, and the Secretary General and Deputy Secretary General, including in the preparation of briefing notes for meetings, conferences and speaking engagements.
  • Processing applications for IOSCO membership, applications to sign the MMoU and the Enhanced MMoU as well as requests to sign the Administrative Arrangement.
  • Managing the IOSCO Investor Alerts Portal and moderating Alerts posted by members to ensure compliance with GDPR.
  • Supporting the work of the MMoU Team in the mediation of cases emanating from the annual MG Survey.
  • Working with the IOSCO Case Management system.
  • Managing the submission of statistics on the use of the MMoU and the Enhanced MMoU by signatories, analysing the statistics received and preparing the Statistics Report.
  • Analysing the submissions of MMoU and Enhanced MMoU signatories through the annual MG Survey.
  • Supporting the design and delivery of capacity building activities for IOSCO members.
  • Coordination with other Secretariat colleagues to ensure the flow of information across the various areas of Secretariat work.
  • General support to IOSCO members in the relevant area of work.
  • Following regulatory developments of interest for IOSCO and its members.

Relevant Experience

To be considered eligible, candidates must satisfy the criteria listed below:

  1. Required skills
    • Proven experience in cross-border cooperation under the MMoU and Enhanced MMoU, as well as in securities market investigations and enforcement.
    • Bachelor’s degree in law or similar educational background.
    • Exceptional analytical skills, combined with excellent written and verbal communication abilities in English.
    • Strong time-management capabilities, with the ability to thrive in fast-paced environments and deliver high-quality results under tight deadlines.
    • Proficiency in project management and internal reporting processes.
    • Proven ability to build strong working relationships and liaise confidently with internal and external stakeholders at all levels.
    • A collaborative mindset and the ability to work effectively as part of a multicultural and international team.
  2. Desirable Skills
    • Strong understanding of the application of technology (SupTech) in securities markets enforcement.
    • Practical experience in Anti-Money Laundering (AML) as it pertains to securities markets.
    • Demonstrated expertise in handling cases of non-compliance with the MMoU and Enhanced MMoU.
    • Familiarity with European Union data protection regulations, particularly the General Data Protection Regulation (GDPR), and their application to securities markets.
    • Hands-on experience in mediation, including serving as a mediator.
    • Experience in developing and delivering capacity-building programs for securities regulators.
    • Knowledge of the IOSCO Statistics System and conducting the annual Monitoring Group (MG) Survey.
    • In-depth understanding of financial markets, securities regulatory frameworks, and IOSCO’s structure, membership, and strategic agenda.

Responsibilities

  • Conduct data analysis and reporting tasks, including data extraction, manipulation, and visualization.
  • Develop data-backed reports and dashboards by conducting research and gathering relevant information.

  • Write Python scripts to automate data-related tasks and improve efficiency.

Required Skills

  • Bachelor's degree in Data Science, Statistics, Economics, or a related field.
  • Demonstrated experience as a Data Analyst, ideally within financial services or a regulatory environment, with a proven ability to deliver impactful data insights.
  • Advanced analytical skills with expertise in managing, interpreting, and drawing insights from complex datasets.
  • Proficient in Python or data manipulation, automation, and scripting, as well as skilled in using data analysis and visualization tools (e.g., Excel, Power BI, Plotly, Matplotlib).
  • Solid understanding of financial markets, products, and regulatory frameworks.
  • Ability to collaborate effectively with stakeholders to gather data requirements, validate sources, and ensure data relevance and accuracy.
  • Attention to detail and commitment to data accuracy and integrity.
  • Excellent written and verbal communication skills, capable of presenting complex data insights in a clear and meaningful way.
  • Ability to work independently and collaborate effectively within a team.

Preferred Skills

  • Hands-on experience with ETL processes and data cleansing techniques.
  • Familiarity with global data standards and best practices.
  • Understanding of regulatory reporting requirements and compliance frameworks, with experience in regulatory environments considered a strong advantage.
  • Experience with Microsoft Power Automate and Microsoft Power Apps.

Background

To support the work of the Organization, the IOSCO General Secretariat is seeking to recruit – on a two-year (renewable) secondment basis – at least four policy advisors to support the work of the Standards Development Division (SDD). The SDD integrates the policy work of the IOSCO Board’s eight Policy Committees, the Financial Stability Engagement Group, the Fintech Task Force, the Sustainable Finance Task Force, the Retail Investor Coordination Group, the Committee on Emerging Risks (CER), and the Affiliate Members Consultative Committee amongst other things.

The required skills and experience for this varied and challenging role, at Policy Advisor or Senior Policy Advisor level include:

  • Excellent analytical, and written and oral communication skills in English.
  • An understanding of international policy-making processes, regulatory frameworks, and a familiarity with IOSCO’s structure, membership, and agenda.
  • Proven technical competency in policy development, preferably with experience in financial market regulation or examination.
  • Excellent time-management skills to thrive in fast-paced environments delivering high-quality results under tight deadlines.
  • Project management and internal reporting skills.
  • An ability to develop strong working relationships and to liaise confidently with internal and external stakeholders at all levels.
  • Ability to work cooperatively as a team player in a multicultural international environment.
  • We would particularly welcome participants with knowledge in any of the following areas: derivatives markets, market functioning (primary and secondary markets), and/or post trade activities.

The tasks assigned to the successful candidate would typically include:

  • Supporting the work of a committee/taskforce and specific work stream(s), including preparing agendas, documentation, and minutes, and following up on outcomes agreed by the group.
  • Conducting research and analysis, including literature reviews and gathering information from IOSCO members and surveying stakeholders on specific subjects.
  • Supporting the preparation of policy consultations and final reports, drafting Board memos, and scoping notes for policy projects.
  • Providing support to the Committee/Taskforce/Working Group Chair, Vice Chair(s), the IOSCO Chair, and the Secretary General and Deputy Secretary General, including preparing briefing notes for meetings, conferences, and speaking engagements.
  • Supporting external-facing engagements, including possible working-level representative duties, at the Financial Stability Board, the Standard Setting Bodies, and other international organisations (e.g., OECD, FATF).
  • Following economic and regulatory developments of interest for IOSCO and its members.
  • Coordinating with other Secretariat colleagues to ensure the flow of information across the various areas of Secretariat work.

For these specific secondments we are looking for a full-time secondment financed by the sending organization.

Secondments are typically organized as on-site secondments, where the successful candidate relocates to Madrid, Spain, for a two-year term and operates in the Secretariat with the same working conditions as other IOSCO Staff.
