IOSCO Asia-Pacific Hub Secondment Policy


The purpose of this secondment policy is to ensure that there are appropriate human resources available at the IOSCO Asia-Pacific Hub ("the Hub") located in Kuala Lumpur, Malaysia to deliver on its objectives, in particular:

  • Delivering capacity building activities (seminars, workshops and other similar activities) on topics of relevance in the Asia-Pacific region, under the overall direction and coordination of the IOSCO Secretary General;
  • Strengthening the regulatory capacity and effectiveness of IOSCO members in providing regulatory and supervisory oversight;
  • Facilitating the transference of knowledge, expertise and best practices from across IOSCO member jurisdictions to help further the development of the region’s capital markets.

Secondees and their sponsoring organizations are expected to benefit from the experience the secondees will gain while working at the Hub. Secondees are expected to return to their home organizations at the end of the agreed secondment period, including extensions, if any.

Seconding organizations

While all IOSCO member organizations are invited to support nominations of qualified staff members, the final decision on offering a secondment position at the Hub resides with the Secretary General.

All candidates are expected to have obtained the support of their respective organization prior to applying for a Secondment position.

Roles of secondees

Secondees are expected to play an important role in the Hub, at the Advisor level.

The Advisor, under the supervision of the head of operations will be responsible for:

  • Assisting in planning, development and delivery of the capacity building initiatives of the Hub;
  • Collaborating with the IOSCO General Secretariat to identify and analyse members’ capacity building needs;
  • Liaising with speakers and technical experts to achieve the Hub’s capacity building objectives;
  • Engaging with IOSCO members, other international organisations and other stakeholders to achieve the Hub’s capacity building objectives;
  • Liaising with the host of the Hub, the Securities Commission Malaysia, on relevant operational and administrative issues; and
  • Undertaking any other work or functions as may be assigned by the head of operations to achieve the Hub’s capacity building objectives.

Qualifications of a secondee

Secondees should possess:

  • A university degree (preferably in Law, Economics or Finance);
  • Expertise in securities regulation or the financial sector;
  • Excellent proficiency in written and spoken English;
  • Strong analytical skills; and
  • Ability to operate as a member of a multi-national and multi-cultural organisation.

Secondees with the following experience will have an added advantage:

  • Sound working knowledge of IOSCO, its membership structure, operations and overall direction;
  • Proven experience in designing and delivering capacity building programmes;
  • Proven knowledge in securities or financial market regulatory policies; and
  • Good negotiation skills.

Other specific areas of expertise that may be required will be specified by the Hub during the relevant recruitment period.

Administration and financial considerations

Secondments initiated under this policy will be subject to bilateral agreements between the Hub and the sponsoring organizations, while the secondees will be subject to a fixed-term employment contract with the Hub. This will enable the secondees to benefit from the advantages and benefits of having an employment in Malaysia.

The sponsoring organizations will be expected to cover the secondees’ salaries and other related employment expenses, such as pension entitlements, social security contributions and medical insurance coverage.

The Hub will be responsible for facilitating the necessary permits and documentation for the secondee as well as his/her direct dependents and will assist the secondee in obtaining the appropriate visa.

The direct dependents of a secondee will be considered to be the legal spouse of a member of the Hub and their unmarried dependent children who are 18 years and below or 24 years and below in the case of school-going children.

The Hub shall cover the following expenses to facilitate the secondees’ relocation:

  • Payment of relocation expenses to the secondee based on actual amount subject to a maximum of €5,000.00 or its equivalent in RM;
  • Private medical insurance coverage whose beneficiary shall be the secondee and his/her direct dependents living with him/her in Kuala Lumpur;
  • Three weeks temporary accommodation for the secondee upon arrival in Kuala Lumpur;
  • Engagement cost of a relocation agent; and
  • Return flight, from the country of origin to Kuala Lumpur, at the beginning of the contract, for the secondee as well as his/her direct dependents traveling with him/her.

The Hub will also be responsible for expenses associated with IOSCO’s activities that are not covered by the terms of the secondment, such as provision of an office and office equipment, including a mobile phone, business travel expenses etc.

The sponsoring organizations should consider the costs of living in Kuala Lumpur, Malaysia, and take this into account before offering to sponsor a secondee. The Hub can provide information about living costs upon request.

Duration of the secondment

In general, the preferred duration of the secondments shall be two years, subject to further extension, on a case to case basis and depending on the need of the Hub. The preferred duration will be advised in the invitation for candidates, and applicants will be invited to indicate the period for which they are able to commit.

Requests for secondments for specific positions may include minimum terms longer than two years.

Status and Confidentiality

Secondees will be considered members of the staff of the Hub and of the IOSCO General Secretariat for the duration of the secondment. They will report on a day-to-day basis to the head of operations and are also expected to be accountable to the IOSCO Secretary General for overall reporting, work direction, monitoring, and confidentiality purposes.

Secondees shall keep the utmost confidentiality and not disclose any confidential information, advice or material of any nature that is provided or made available by the Hub, including but not limited to, any written reports (collectively, “Confidential Information”).

Confidential Information shall only be used by the secondees for the performance of their obligations under the secondment arrangement. Confidential Information may only be disclosed to any other person(s) in whole or in part with prior written approval from the Hub’s Management Committee.

Secondees will be expected to sign a confidentiality agreement regarding the information in their possession or made available to them in the course of their secondment, including information made available for Members only within IOSCO.

This obligation on confidentiality shall survive the termination and expiration of the secondment to the Hub.
